Although RIDEM asserts that its “Division of Fish and Wildlife protects, restores, and manages the fish and wildlife resources of the state” … “to prevent wildlife from becoming endangered”, there appears to be no monitoring of subject populations. How does DEM propose to know what it is that needs protection or restoration? Is ad hoc monitoring by concerned citizens going to be DEM’s fallback approach? Will data so generated be dismissed by DEM as anecdotal? Will DEM take time out from trout farming to actually address its mission?
